Yes, if the purchase is made in the Epic Games Store on a computer, where payment goes through the account wallet. Purchases made inside the console and mobile versions of the game run through the payment systems of those platforms and do not use the Epic balance.
What happens to the remainder if the game costs less than the card's value?
Whatever is left stays in the wallet and goes towards later purchases. Funds from several cards add up on a single balance, but they cannot be withdrawn back to a bank card or passed on to another user.
